What Is the Pack ISDI?

The Pack ISDI is a testing package designed to characterise earth, soils or excavation spoil before disposal at an inert waste landfill facility in France.

  • construction site managers;
  • excavated material management professionals.

Which Analyses Are Included in the Pack ISDI?

Characterisation includes testing performed after leaching and testing performed directly on the solid material.

1. NF EN 12457-2 Leaching Test

The sample undergoes a leaching test in accordance with NF EN 12457-2. This test assesses the amount of certain substances that may be released from the material when it comes into contact with water.

2. Eluate Analysis

The regulatory parameters include:

  • arsenic (As);
  • barium (Ba);
  • cadmium (Cd);
  • total chromium (Cr);
  • copper (Cu);
  • mercury (Hg);
  • molybdenum (Mo);
  • nickel (Ni);
  • lead (Pb);
  • antimony (Sb);
  • selenium (Se);
  • zinc (Zn);
  • chlorides;
  • fluorides;
  • sulphates;
  • phenol index;
  • total organic carbon in the eluate (TOC);
  • total dissolved solids.

3. Solid Material Analysis

  • TOC – total organic carbon;
  • BTEX – benzene, toluene, ethylbenzene and xylenes;
  • PCBs – polychlorinated biphenyls;
  • C10–C40 hydrocarbons;
  • PAHs – polycyclic aromatic hydrocarbons.

Regulatory Acceptance Limits for French ISDI Facilities

Annex II to the French Order of 12 December 2014 sets out the limit values applicable to non-hazardous inert waste subject to the prior acceptance procedure.

For the leaching parameters, the values below are expressed in mg/kg of dry matter.

Limit Values Following NF EN 12457-2 Leaching

Parameter Symbol Limit Value
Arsenic As 0.5 mg/kg dry matter
Barium Ba 20 mg/kg dry matter
Cadmium Cd 0.04 mg/kg dry matter
Total chromium Cr 0.5 mg/kg dry matter
Copper Cu 2 mg/kg dry matter
Mercury Hg 0.01 mg/kg dry matter
Molybdenum Mo 0.5 mg/kg dry matter
Nickel Ni 0.4 mg/kg dry matter
Lead Pb 0.5 mg/kg dry matter
Antimony Sb 0.06 mg/kg dry matter
Selenium Se 0.1 mg/kg dry matter
Zinc Zn 4 mg/kg dry matter
Chlorides Cl- 800 mg/kg dry matter
Fluorides F- 10 mg/kg dry matter
Sulphates SO42- 1,000 mg/kg dry matter
Phenol index 1 mg/kg dry matter
Total organic carbon in the eluate TOC 500 mg/kg dry matter
Total dissolved solids TDS 4,000 mg/kg dry matter

Limit Values for the Dry Solid Material

Parameter Limit Value
Total organic carbon (TOC) 30,000 mg/kg dry waste*
BTEX 6 mg/kg dry waste
PCBs – 7 congeners 1 mg/kg dry waste
C10–C40 hydrocarbons 500 mg/kg dry waste
PAHs 50 mg/kg dry waste

* For soils, the Order includes a specific provision allowing a higher total TOC value under certain conditions when the eluate TOC criterion is met. Specific provisions also apply to certain leaching parameters. Final acceptance is determined by the receiving facility.

Pack ISDI and Accreditation

BJL Laboratoires holds a scope of accreditation covering relevant services according to the matrix and methods concerned.

For the ISDI service offered by BJL, the accredited scope covers soils, meaning earth that has not been manufactured or modified by human activity.

Testing can also be performed on other mineral materials, such as concrete, rubble, bricks or certain fill materials, but these services may be performed outside the scope of accreditation.

This distinction is specified in the applicable analytical documentation.

Testing Excavated Earth before Removal

During earthworks, construction or demolition, excavated earth may require characterisation before removal from the site.

Testing provides objective data on the material’s composition and behaviour, helping determine a suitable management route.

The Pack ISDI is used for applications including:

  • foundation excavation spoil;
  • earthworks;
  • earth from excavations;
  • utility installation works;
  • urban development projects;
  • demolition and reconstruction projects.

How Should You Collect a Sample for the Pack ISDI?

The quality of the assessment also depends on how representative the sample sent to the laboratory is.

Sampling should be planned according to the nature and heterogeneity of the soil or excavation spoil batch concerned.

BJL Laboratoires offers sampling jars for ISDI soil testing through its online shop.

Before sending a large series of samples, please contact the laboratory to confirm:

  • the appropriate number of samples;
  • the required quantity per sample;
  • packaging;
  • sample identification;
  • any additional analyses that may be necessary.

A Test Report to Support Your Waste Acceptance Application

Following testing, BJL Laboratoires provides a laboratory test report presenting the results for the different Pack ISDI parameters.

This report can be submitted to the project owner, consultancy or proposed receiving facility operator as part of the acceptance procedure.

The final decision to accept the material remains with the receiving facility operator, in accordance with its acceptance procedure.

How Much Does Pack ISDI Soil Testing Cost?

The BJL Pack ISDI is currently offered at €298.80 per package in our online shop.

For projects requiring multiple analyses, pricing can be reviewed according to the number of samples and services requested.
